Heather Gazan is a transactional real estate attorney and an associate at Bocarsly Emden. Her practice focuses on affordable housing, where she primarily represents investors in connection with the acquisition, financing and syndication of real estate projects utilizing the low-income housing tax credit. In addition, Ms. Gazan has assisted with the development of affordable multi-family properties financed with tax exempt private activity bonds, CDBG and HOME funds, Affordable Housing Program funds and other similar funding sources. Ms. Gazan also taught Legal Reasoning and Writing at the George Mason University Antonin Scalia Law School. Prior to and while attending law school, Ms. Gazan worked as a consultant, providing research and technical assistance services to the U.S. Department of Housing and Urban Development and local governments throughout the country on a variety of affordable housing and community development programs.

Ms. Gazan received her Bachelor of Arts degree from Pennsylvania State University, University Park, in 1995, a Master’s degree in City Planning from the University of Pennsylvania in 1997 and her Juris Doctor degree from George Washington University National Law Center in 2004.
